In May, 2014 the Missouri General Assembly appropriated $6.7 million for public libraries to provide general support for services & materials and to assist libraries with the cost of paying for internet access. The following month, the Governor withheld all but $800,000 of the appropriation citing his concern that state revenue would not improve.  To Trails Regional Library, this meant $40,000 in decreased revenue and $45,000 of increased expenses.  The library used $85,000 of its reserves to fill the budget gap.
