Internet Access Policy

The Board of Trustees of Trails Regional Library, recognizing the need to provide another avenue to educational, informational, and recreational materials, provides access to the Internet. We can not monitor and we have no control over the information available. Therefore, it is the responsibility of the user to determine the appropriateness and validity of the information received. As with other library materials, supervision of a child's access to the Internet is the responsibility of the parent or legal guardian. It is expected that access will be used in a responsible way and that it will not be used for unauthorized, illegal or unethical purposes.

Because the library is a forum for information and ideas, we adhere to the basic tenets of the Library Bill of Rights and the Freedom to Read Statement as adopted by the American Library Association.

It is the policy of Trails Regional Library to restrict minors from gaining computer access to material that is pornographic for minors in accordance with Sections 182.825 and 182.827, RSMo. In order to comply with CIPA (Children's Internet Protection Act, PL 106-554), the Library system has installed filters on all computers. CIPA requires that children under age 17 are only allowed filtered access to the Internet. An individual age 17 and above can request that the filter be turned off on a computer that he or she is using during his or her time of use.

Internet Acceptable Use Policy
1. It is the policy of Trails Regional Library to restrict minors from gaining computer access to material that is pornographic for minors in accordance with Sections 182.825 and 182.827, RSMo. The library system is required by CIPA (Children's Internet Protection Act, PL 106-554) to have filters on all library computers. The filters restrict users from gaining computer access to material that is considered pornographic to minors.

2. All individuals under age 17 are only allowed filtered access to the Internet.

3. An individual age 17 or above may request that the filter on the machine he or she is using be turned off during his or her time of use.

4. All users must check-in at the circulation desk for instructions on signing in and logging on. Internet use is limited to 30 minutes if someone is waiting. If a patron has to give up use of the Internet he or she may sign on again after one hour.

5. Use of personal software programs is prohibited on any library computer. This will help prevent the spread of viruses. You can download information to your own diskette. You cannot download to library computers.

CAUTION: Although we use a virus-checker on the computer, you may still come in contact with a virus. Therefore, you should have virus checking software on your own personal computer. Trails Regional Library is not responsible for damage to your diskettes or personal computer or for the loss of data, damage or liability that may occur from your use of the library's computer.

6. Because of the many different Internet applications available, we cannot provide technical support. The library staff will be available to assist you in the use of this resource, but may not be familiar with every application available.

7. You may print any information you wish to save at a cost of 10 cents per page.

8. Please report immediately any problems you experience to the library staff.

9. Misuse or abuse of the computer or Internet access will result in loss of your Internet privileges.

Patron Responsibility

1. Patrons are responsible for being aware of and observing all library guidelines and policies as well as local, State and Federal laws as they apply to usage of library electronic systems.

2. Public display or printing of offensive or explicit sexual material is a violation of RS MO-573.060 and will result in suspension or revocation of library services and appropriate penalty under law.

3. Patrons are responsible for conforming with copyright law. Violations of copyright law may result in disciplinary actions on behalf of the library system and appropriate penalty under law.

4. Patrons are responsible for any charges associated with printing of materials.

5. Library system computers are not to be used by patrons for illegal or commercial activities, or for the purpose of harassment, libel or slander.

6. The library system and its employees will be indemnified and held harmless from any actions or judgments resulting from any breach of this policy statement.

Library System Responsibility

1. The library system provides access to the Internet only and does not assume any responsibility for content.

2. The library system adheres to the basic tenets of the Library Bill of Rights and Freedom to Read Statements, however, reserves the right to investigate violations of patron responsibility.
